Richmond, Virginia, Virginia, The Kinesiotherapist (Driver Rehabilitation) practices within the full Scope of Practice of Kinesiotherapy and has the additional knowledge and duties applicable to the area of Driver Rehabilitation, which includes a multifaceted approach to driver education for the injured or disabled population. The therapist must have a specialized knowledge and skill in the instruction of all phases of the driving task and the ability to improvise and modify existing automotive equipment. Basic Requirements: United States Citizenship: Must be a US Citizen to apply. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U. S. C. 7407(a)]. Education. A bachelor’s degree or higher from a program accredited by the Commission on Accreditation of Allied Health Education Program, with a concentration/emphasis in kinesiotherapy. OR A bachelor’s degree or higher with a concentration/emphasis in kinesiotherapy or exercise science related field and registered as a kinesiotherapist in good standing with the COPSKT.
OR A master’s degree or higher with a degree in exercise science, kinesiology, human performance or a related field, which has been approved by COPSKT and a certificate verifying completion of a Center of Excellence (COE) Kinesiotherapy clinical training program. The completion of the certificate ensures that COPSKT has approved the degree program as part of the application process for the COE internship. Registration. All applicants must be registered in kinesiotherapy in good standing with the COPSKT. Non-registered applicants at the GS-7 and GS-9 level who otherwise meet the eligibility requirements for appointment, may be given a temporary appointment as a graduate kinesiotherapist under the authority of 38 U. S. C. 7405(a)(1)(B). Pursuant to 38 U. S.
C 7405(c)(2)(B), the appointment cannot exceed two years if the non-registered applicant’s registration is pending with the COPSKT. Applicants who fail to obtain registration during this temporary full-time appointment must be terminated. For grade levels at or above the full performance level, the candidate must be registered. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade and assignment of candidates GS-7 EXPERIENCE: No specialized experience required beyond the educational, registration and language requirements listed above under Basic Requirements GS-9 SPECIALIZED EXPERIENCE/EDUCATION: You must have at least one year of experience equivalent to the GS-07 grade level including, but not limited to: examination, evaluation, treatment intervention, and prevention of musculoskeletal, neuromuscular, cardiopulmonary, and integumentary impairments, functional limitations, and disabilities; OR two full years of graduate education, OR a master’s degree from a university or college in the field of kinesiotherapy or an exercise science related field. Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the specialized experience above, the candidate must demonstrate all the following KSAs: Knowledge of policies and procedures of kinesiotherapy. Knowledge of assistive devices to make recommendations, including fit and function of assistive devices with the ability to recognize appropriate prosthetic/orthotic devices for the patient. Knowledge of evaluation and assessment tools in applying therapeutic techniques. Skill in instructing patients and families in a therapeutic exercise program. GS-11 SPECIALIZED EXPERIENCE/EDUCATION: You must have at least one year of experience equivalent to the GS-09 grade level including but not limited to: examination, evaluation and treatment interventions that demonstrate a clear progression of clinical knowledge and experience by providing modified treatment interventions based on the patient’s response (e.
g. identifying individual risks, contra-indications, and advancement and progression of challenging treatment interventions) that utilize the application of innovative procedures and problem solving; OR ,a Ph. D. or equivalent doctoral degree; OR, three academic years of progressively higher-level graduate education leading to a degree in kinesiotherapy or an exercise science related field. Demonstrated Knowledge, Skills, and Abilities. In addition to the specialized experience above, the candidate must demonstrate all the following KSAs: Skill in communicating and coordinating with patients, families, caregivers, and other health care professions to facilitate the multidisciplinary treatment process. Knowledge of evidence-based kinesiotherapy to provide skilled rehabilitation interventions to a wide variety of patients having diverse and multiple disabilities. Ability to conduct independent assessments using highly specialized evaluations and diagnostic tests. Knowledge of learning principles, behavioral intervention, and innovational techniques for patient and caregiver education. Ability to adapt assessment tools and treatment to the complexity of the diagnosis or disabilities and demonstrate the clinical reasoning necessary to identify the need for further in-depth specific assessment of function and utilization of non-standard methods and techniques.

The actual grade at which an applicant may be selected for this vacancy is in the range of 7 to 11. Physical Requirements: The incumbent may engage in the following activities/position/tasks as defined: Lifting/Carrying up to 45 lbs intermittently, frequent walking, standing and sitting. Occasional stooping kneeling, overhead reaching, fine manipulation pushing and. /or pulling. In addition, occasional operation of a motor vehicle. [“Major duties include but are not limited to: Clinical: Independently evaluates, develops, implements, and innovates a Kinesiotherapy treatment program in acute/outpatient care rehabilitation, using proper judgment to modify treatment for changing medical/surgical conditions or because of a variety or severe physical disabilities. Performs assessments and treatment on a population ranging from 18 years of age through end of lifespan. Adolescents and or dependents may be assessed occasionally.
Uses standard and non-standardized complex methods and techniques for evaluating and interpreting a wide variety of patient’s physical functional levels, providing the appropriate treatment program. Evaluation outcomes may include: Manual muscle testing; Goniometry (range of motion); cardiovascular assessments; reaction time; gait/ambulation; mobility; visual screening or otherwise appropriate testing and evaluation. Develops a comprehensive individualized plan of care to achieve goals which are recognized by patient and treatment teams in acute/outpatient care rehabilitation for both those referred for Kinesiotherapy and/or adaptive driver rehabilitation. Implement Kinesiotherapy procedures based on comprehensive knowledge of new concepts, research, and experience for optimal patient care. The incumbent is able to recognize and apply a variety of adaptive and assistive devices to the care plan of the client served. Demonstrates knowledge, skill, ability, in performing and providing complex procedures in the clinical treatment area. Consults with clinical specialist in areas that require additional knowledge or direction. Provides innovative and creative solutions to complex problems related to all aspects of Kinesiotherapy. Assembles, demonstrates, and fits appropriate assistive and mobility devices, adaptive equipment, or home equipment to ensure safe and appropriate use. Incumbent uses equipment or manually assesses, treats, and incorporates safety measures into clinical care. Education: Maintains a high level of competence by continuing participation in learning experiences in the areas of acute care, chronic illnesses, diseases, surgical interventions, driver rehabilitation and other areas of Kinesiotherapy. Plans and presents in-service training and educational programs to Kinesiotherapy staff, PM&RS and other health personnel in the medical center. Reviews and updates other staff members to significant findings in the area of adaptive driver rehabilitation Kinesiotherapy treatment. Understands the significance of research and when possible, participates in research activities. Provides instruction to Kinesiotherapy students and other paraprofessionals at various educational levels, and possesses skills commensurate with that responsibility. Assists the Supervisor of Kinesiotherapy in developing and upgrading student training program content related to the specialty. Serves as a resource person to the community in matters relating to Kinesiotherapy, the delivery of health care, and the needs of the veteran population. Administration: In the absence of the supervisor of Kinesiotherapy takes full administrative responsibility of the Kinesiotherapy section as assigned. Evaluates the delivery of care of Kinesiotherapy patients and assists the supervisor of Kinesiotherapy in developing Quality Management monitors to measure outcome levels.
Maintains patient attendance records and other statistical data required by the section/service. Assists with gathering and analysis of statistical data. Keeps records up to date, understands, and carries out all medical center departmental policies and procedures, philosophy, mission, and vision. Represents the Kinesiotherapy Driver Rehabilitation Program in developing policy and procedures, and standards of care to insure compliance with accrediting and professional organizations. Demonstrates skill with guiding less experienced staff (entry, staff, or senior) to achieve the multiples needs of the population served. Intake inventories and orders supplies and equipment to assure continuity of patient treatment. Documents assessment plans, evaluations and actions for patients in the medical records. Maintains clinic and administrative areas in an orderly, efficient and safe manner. Alerts the supervisor of equipment and work order needs and is familiar with all emergency procedures, including infection control, fire, medical, etc. Maintains current certification in cardiopulmonary resuscitation (CPR).
