Iowa City, Iowa, Iowa, This program management position is located at the Iowa City Veterans Affairs Healthcare System (ICVAHCS) within the Rehabilitation and Extended Care Service line (REC). The Incumbent has broad program management responsibilities for the Behavioral Recovery Outreach (BRO) Team. The position requires specialized knowledge and expertise in the assessment, diagnosis, and treatment of variety of mental health and neurocognitive disorders. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U. S. C.

7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS 12 Grade Determinations: Experience and Education. One year of experience equivalent to the GS-11 grade level. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i. e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals.

Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).

Ability to provide training, orientation, and guidance within clinical practice. Drivers License. A current, valid state-issued Driver’s License is required for this position. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, intermittent walking and sitting, speaking, writing reports, writing policies and procedures and writing clinical notes. The position requires the use of office equipment such as keyboards, computers, telephones, fax machines and photocopy machines. Light lifting is required up to 35 pounds to lift items such as books, binders, reports and records. This is not an office bound position and the incumbent will be required to be mobile and work at alternative locations other than VA Facilities.

The Position requires the ability to operate a government vehicle and the ability to travel in a vehicle. The incumbent will be expected to travel. The incumbent will also be required to maintain a valid driver’s license, car insurance, First Aid certification and transport Veterans as needed. Participates fully in developing, planning, implementing and evaluating and following up on the needs of the veteran. Coordinate care with the interprofessional team and community contacts to promote successful disposition plans and continuity of care. Coordinate discharge plans with other disciplines and is responsible for ensuring that discharge plans are executed in a manner that is timely and appropriate. Provide consultation and education to veterans and families on community resources, advance directives, guardianships, commitments, VA benefits and other elements that may be specific to the care of the individual veteran. Establish and provides education and training for various internal and external customers and stakeholders on information and services offered. Determine local program goals and measurement of clinical and program outcomes, working independently and with consultation in the development of plans for the attainment of goals. Collect standardized outcome information using standardized methodology . Provide input to discipline supervisors regarding employee performance and team functioning. Develops a data-driven, continuous quality improvement system with established goals and outcomes to evaluate and document the program’s effectiveness.
