Job Summary:
The Office of Government Relations is seeking a Director of Tribal
Relations. This is a full-time (1.00 FTE), 12-month, professional faculty position at Oregon State University.
The Director
of Tribal Relations advances OSU’s values, mission, goals and objectives, and responsibilities as a land grant institution, by building and
maintaining collaborative, mutual and trusting relationships with Tribal Nations in Oregon and beyond.
Through responsive
consultation, which prioritizes the sovereignty of Tribal Nations, the Director will partner with the representatives of Tribal Nations, the
Oregon State Legislative Commission on Indian Services, state and federal agencies, and internal OSU partners to collaboratively engage in
research, teaching and outreach with the goal of advancing OSU’s commitment to support and be of enduring benefit to Tribal
Nations.
The Director reports to the Executive Director of Government Relations and collaborates closely with the university
President, Provost and Executive Vice President, Vice President and Chief Diversity Officer, members of the President’s Commission on
Indigenous Affairs, and partners throughout the university including the Division of Extension and Engagement, the Division of Student
Affairs, the Office of Enrollment Management, the Research Office and every college. The Director is a member of the Office of Government
Relations team and contributes to strategy development and program implementation to advance OSU’s Strategic Plan, Diversity Strategic Plan,
and the university’s inclusive excellence imperative.
Finally, the Director is responsible for supporting Government Relations Office
efforts to make certain that the entire OSU community is responsive to agency and elected officials requests and that government officials
are aware of the value received from investments in higher education and that OSU’s research, teaching, and public service efforts are
designed to meet the needs of all Oregonians.

Key Responsibilities
60% Support relations between federally
recognized Tribal Nations and the university
- Serve as OSUs government-to-government liaison between OSU and the nine
federally recognized Tribal Nations within Oregon, per ORS 182.162-168. - Serve as OSUs government-to-government liaison to federally
recognized and other sovereign Tribal Nations in the United States. - Advise the Executive Director of Government Relations, Vice
President and Chief Diversity Officer and university leaders on matters related to government-to-government relations between OSU, the nine
federally recognized Tribal Nations within Oregon, and other federally recognized and sovereign Tribal Nations. - Collaborate with
the President, Executive Vice President and Provost, Vice President and Chief Diversity Officer, Vice President for University Relations and
Marketing, Vice Provost for Extension and Engagement, Executive Director of Government Relations, and other university leaders to develop
strong, mutually beneficial relationships with federally recognized and sovereign Tribal Nations. - Serve as OSUs primary liaison to
the Oregon Legislative Commission on Indian Services, Oregon Indian Education Association, and other Oregon government agencies charged with
facilitating government-to-government relations with and between federally recognized Tribal Nations in Oregon. - Collaborate with
university stakeholders to select, recommend, and support OSU representatives to the Oregon government-to-government clusters. - Through consultation, develop, execute, and maintain memoranda of understanding, memoranda of agreement, data sharing agreements,
consultation policies and other related agreements to build and maintain relationships between OSU and Tribal partners by honoring Tribal
sovereignty rights. - Through consultation, support collaboration between Tribal partners and OSU colleges, departments, and programs
to support OSU Native American students, faculty, and staff advance Tribal education, health and welfare, workforce development and
infrastructure initiatives. - Through consultation, support partnerships between Tribal Nations and their members and OSU colleges,
departments, and programs to advance the universitys teaching, research and engagement missions.
20% Support university
efforts to serve Native and Indigenous students, employees and community members
- Through consultation, provide counsel to
advance university initiatives supporting Native and Indigenous students, employees, and OSU community members. - Serve as a member
of the Presidents Commission on Indigenous Affairs. - Through consultation, support the work of the OSU Native American Graves
Repatriation and Protection Act (NAGPRA) Office and the OSU NAGRPA Coordinator.
15% Contribute to efforts Office of
Government Affairs efforts
- Supports the Government Relations Office and other university officials to develop and advocate
for university public policy priorities with members of Congress, state legislators, the Governors Office, state and federal agencies and
stakeholders, including helping the university analyze legislative and agency policy concepts, developing and reviewing communications and
maintaining relationships and relaying university information of interest with internal and external state stakeholders. - Manage
specific policy and advocacy portfolios, as requested.

What You Will
Need
- Bachelors degree in education, ethnic studies, public policy, government affairs, social work, sociology, anthropology or
related discipline. - Five years of progressive experience in government affairs or community relations.
- Understanding of
matters impacting Tribal, Native and Indigenous communities in Oregon. - Understanding of Tribal sovereignty rights, protocols,
customs, culture, traditions. - Success building and maintaining positive relationships with community partners.
- Effectiveness working collaboratively with multiple stakeholders in a complex organizational environment to advance strategies for
achieving strategic organizational objectives. - Success in advancing project progress and adapting to unforeseen challenges.
- Success working collaboratively with individuals and communities of diverse backgrounds.
- Strong demonstrated interpersonal
communication and presentation skills across a variety of communication modalities. - A demonstrable commitment to promoting and
enhancing diversity

What We Would Like You to Have
- Masters or terminal degree in education, ethnic studies, government
affairs, law, public policy, social work, sociology, anthropology or related discipline. - Experience working with systems to track
and assess engagement with individuals and communities over time. - Understanding of the mission of land grant universities to
provide equitable access to education. - Experience working with sovereign Tribal Nations.
- Understanding of the history of
land grant institutions as it pertains to Tribal communities.
