Job Description
The Associate Vice President for Facilities Maintenance and Construction is a key
position on the UHCL Campus and is responsible for facility planning, construction operations, and management of all facility capital
assets. Assures regulatory compliance with federal and state statutes and system policies relating to the acquisition of services and
programs. This position reports to the Vice President of Finance and Administration and has significant budget and supervisory
responsibilities.
Duties:
- Supervises all maintenance programs relating to the interior and exterior
conditions, appearance and operations of the facilities; reviews and analyzes inspections and reports for potential inefficiencies in the
operation and maintenance of facilities; develops, implements, and monitors cost-saving opportunities. Provides leadership and direction in
coordination with the University of Houston System in the development and implementation of appropriate university-wide policies and
procedures. - Directs major and minor capital projects assuring adherence to Campus Master Plan; coordinates timely reviews of
program, construction documents, ensures efficiency and economy of maintenance in plan specifications, and oversees activities and
contractors. Works with Manager of each function to ensure completion of projects including preparing cost estimates, scope of work, RFPs,
and bid/contract documents. - Responsible for the supervision, development, evaluation, and performance management of departmental
staff including providing strategic direction for the department with a focus on UHCL’s culture, mission, and vision. Serves as key staff
member in directing facilities personnel to deliver operational projects. Encourages and builds mutual trust, respect, and cooperation among
employees. Builds and works with diverse teams effectively. - Develops and maintains facility condition survey, including ongoing
deferred maintenance lists. Understands the needs of facilities maintenance services, routine/preventative maintenance, and long-term
stewardship. Remains current in new practices, products, or systems to improve the delivery of services. - Manages UHCL contracts and
requests from THECB, State of TX, and regulatory agencies. Manages BOR Facilities Committee agenda items for UHCL, provides up-to-date
project tracking. Works with appropriate shared governance committees regarding matters of facility development, minor
construction/renovation and campus projects including serving as Chair of the Campus Facilities and Support Services Committee. - Responsible for oversight of the Environmental Health and Safety Office and performs additional duties as assigned.
Qualifications
Required:
- Bachelor’s degree in
engineering, construction management, business administration or related field. - Progressive leadership and management experience in
project and team management in the areas of maintenance, building operations, and construction. - Must possess a valid, motor vehicle
operator’s license recognized by the State of Texas. - Possess a thorough knowledge of strong management, organizational and
supervisory principles, techniques, and practices. - Experience managing shops and employees to achieve short-term and long-term
goals through both individual and team effort. - Skills necessary for effective operational management, i.e., documentation,
contracts, scheduling, payment, change orders, building codes, meeting notes, as well as knowledge of close out procedures and
construction. - Extensive knowledge of utility operations and maintenance, including testing and preventative maintenance procedures.
Working knowledge and understanding of general building and grounds maintenance practices, procedures, and requirements. - Knowledge
of real and personal property management, acquisition, and sustenance requirements. Knowledge of federal, state, municipal and system
regulations, policies and procedures. - Excellent oral and written communication skills with demonstrated ability to prepare and
present clear and succinct reports. - Ability to consistently present a positive approach and demeanor to internal and external
contacts in a manner that is friendly, courteous, and helpful. - Ability to work and interact effectively with colleagues, staff,
students, administrators, faculty, and other cultural, socio-economic diverse backgrounds.
Desired:
Master’s degree in engineering, construction management, business administration or related fields.
Work experience in a Texas
higher education setting, preferably in maintenance and operations, custodial services, and/or capital projects.
Bilingual
English/Spanish fluency.
Certified Associate in Project Management (CAPM) and Certificate of Project Management/Engineering
