General Responsibilities

Reporting to President Dr. Daria J. Willis and serving as an integral member of the Senior Leadership Team, the Vice President of Campus Services and CFO (VPCS & CFO) will provide executive leadership and oversight of the finance, facilities, capital programs, bookstore, and food service divisions of the college. These operations include all financial accounting, accounts payable, payroll, cashiering, accounts receivable, budget preparation and control, insurance coverage, capital planning, construction, emergency management, housekeeping, engineering, maintenance, grounds, mailroom, outsourced bookstore, and food service functions of the college.

The VPCS will ensure a safe, secure, and sustainable campus atmosphere in alignment with HCC’S missions, goals, and values as articulated by President Dr. Daria J. Willis. As the Chief Financial Officer of the college, the VPCS will devise, develop, and deliver strategies and programs across the college community relative to facilities management, environmental sustainability, design & construction, and postal services. The Vice President of Campus Services and CFO will advance HCC’s campus atmosphere through timely construction projects; increase amenities and food offerings at meet the needs of a diverse campus community.

Additionally, the VPCS will serve as an ambassador for the college through building, managing, and leveraging partnerships with regulatory agencies, peer institutions, and external vendor partners. The VPCS serving as a strategic advisor to the college president and senior leadership team, and will direct, coordinate, and facilitate the implementation and management of key strategic initiatives relative to financial management and administrative support services. The VPCS through both collaborative and visionary leadership serve as an executive thought partner, building relationships and promoting collaborative campus environment for the benefit of all students, staff, and faculty. This includes advising the college president and peer vice presidents on matters relative to capital projects, administrative services, and budgetary preparation and presentation.

Work Performed

  • Create and the college’s capital and operating budget requests across key stakeholder audiences
  • Collaborate to co-create the vision for strategic planning at the college-wide level to ensure diversity, equity, inclusion, and belonging for all students, staff, and community members.
  • Serve as the principal financial management and administrative support services advisor to the college president and peer vice presidents in swiftly recognizing both internal and external challenges while demonstrating and ability to proffer effective and appropriate solutions in furtherance of the college’s strategic objectives.
  •  Develops and sustains campus maintenance, engineering, housekeeping, grounds, mailroom operations, construction and renovation projects and objectives.
  •  Collaborate with the Vice President of Talent, Inclusion, and Workforce culture to ensure the division is promoting a leadership culture of high performance and continuous improvement while maintaining a positive, engaging, and values focused employee environment.
  • Foster and maintain productive relationships with CFO peers across MACC colleges to identify trends impacting state community colleges.
  • Provide executive level oversight of the college’s Finance Office, including finance and accounting, budget preparation and control, payroll, procurement, accounts payable, cashiering, accounts receivable, inventory, contract management, grant reporting, financial audit, and investment of funds.
  • Adept at crafting budget and financial solutions that continuously place students at the center of decision making.
  • Fosters engaging and thoughtful partnerships with financial leadership peers and colleagues of external agencies to include Howard County government.
  • Maintains executive level oversight and ownership on the direction and management of the college’s auxiliary outsourced food service and outsourced bookstore operations and facilities rentals through the Director of Auxiliary Services; with a focus on the consistent delivery of excellence in the student /customer experience.
  • Provides executive level oversight of the college’s insurance coverage plan (s) to ensure adequate coverage is maintained for all college property and personnel through the Capital Programs Administrator.
  • Provide supervision and coaching for the AVP of Finance, Auxiliary and Capital Programs Administrator, and Executive Director of Capital Projects and Facilities.

Minimum Education Required: Master’s degree

Minimum Number of Years Experience Required: 5

Other Knowledge Required

  • A Bachelor’s degree is required. A Masters in Business Administration (MBA) or a graduate degree in a related field is preferred.
  • 10-15+ years of demonstrated leadership responsibility in administrative or financial services experience in most or all the following areas is required.
  • Experience with fiscal and legal requirements for capital projects is required (public sector preferred).
  • Experience in and/or knowledge of architectural and engineering planning, design and construction, physical plant management, human resources, environmental management, and transportation services is preferred.
  • A record of successful leadership while directing the efforts of professional staff in a complex organization, preferably in higher education, is required.
  • Experience supervising and managing staff and leveraging resources outside the functional area.
  • Strategic planning skills to support the College’s efforts to effect change in a multi-cultural environment
  • Ability to read, analyze, and interpret educational and scientific journals, financial reports, and legal documents

  • Position may require occasional overnight trips to attend conferences, seminars, and meetings.
  • May require working non-traditional hours based on operational needs of the college.
