TITLE: VICE PRESIDENT FOR ADMINISTRATIVE SERVICES
GENERAL JOB DESCRIPTION: The Vice President
for Administrative Services reports to the President of the College and is the Chief Financial Officer of the College. This executive level
leadership position is responsible for creating, assessing, and continuously improving the environment and systems necessary to facilitate
learning, support customer service, and accomplish the work of the administrative services division in support of the College mission. The
position currently supervises the administrative services division which includes finance, budgeting, purchasing, information systems,
facilities and grounds, and auxiliary services, and may change at the discretion of the President.
QUALIFICATIONS:
Required:
- Bachelor’s degree from a regionally accredited
institution in a business or accounting-related field. - A minimum of five years of progressive responsibility in community college
or higher education setting, with demonstrated ability in financial resource oversight, development, and management; facilities and grounds
maintenance, assessment, and management; and managing and motivating highly technical professionals. - A record of success using an
inclusive, transparent, and collaborative style of leadership that fosters teamwork, open communication, and positive interpersonal
relations. - Demonstrated commitment to integrity, discretion, and judgment in handling confidential and sensitive matters and
information.
Preferred:
- Master’s degree from a regionally accredited institution in
Business Administration, Accounting, or related field. - Thorough knowledge of North Carolina General Statute 115D, North Carolina
Board of Community College Code, and applicable state controller, state treasurer and state auditor policies and practices. - Certified Public Accountant (CPA)
DUTIES:
- Provides leadership for and oversees operational
planning and reporting for the Administrative Services division. This includes management of information technology systems, budget
development and fiscal operations, facilities maintenance and custodial services, bookstore and café services, major construction and
renovation projects, and other areas as assigned by the President. - Advises the President of the College and the senior leadership
team on matters related to finance, budget, information system, and physical plant issues and provides vision and leadership for a diverse,
dynamic, and innovative community of faculty, staff, and students. - Actively participate as a member of the President’s
leadership team and assess the immediate and long-term financial and operational implication of initiatives. Make recommendations regarding
how to achieve the College’s goals in the most efficient and effective manner, including revenue-generating and cost-savings
strategies. - As CFO, oversees the preparation of the College’s annual operating budget and financial statements with knowledge
of GAAP (Generally Accepted Accounting Principles) and GASB (Government Accounting Standards Board) regulations. - Create and
implement an open, inclusive, and collaborative budget development, reporting, and monitoring process that is aligned with the
College’s priorities and goals and involves the College’s senior leadership team. - Create, provide, and present
comprehensive financial and related reports to the president, Board of Trustees, and members of the internal and external community as
needed, requested, and appropriate. - Prepare revenue forecasts and coordinate the development of institutional budgets to ensure
that the instructional, student, and/or support services programs reflect the educational philosophy and strategic goals of the
College. - Serves as the College compliance officer for Community College General Statues and SBCC code.
- Maintains updated
knowledge of applicable state and federal laws. - Provides executive leadership for the preparation of the College’s EAGLE
program of internal auditing, in order to safeguard the College’s assets and ensure all local, federal, and state laws, compliance
needs, and standards are met. - Provides leadership and assures compliance on Federal EDGAR law and reporting.
- Provides
executive leadership for the implementation and maintenance of the College’s Master Facilities Plan. - Advises and gives
guidance in the maintenance of the College’s Salary and Classification Plan. - Provides general oversight and capital projects
coordination for all building programs including the planning and development thereof. - Maintain updated knowledge and compliance of
State Construction rules and regulations. - Maintain updated knowledge and compliance of State Purchasing rules and regulations.
- As the Chief Financial Officer of the College, serves as Treasurer of the Randolph Community College Foundation and is an ex-officio
member of the Foundation Board of Directors. - Serves as ex officio member of selected RCC Board of Trustees standing
committees. - Develops and administers the Administrative Services annual budget in collaboration with assigned staff.
- Recommends policies and procedures that improve customer service, operational efficiency, and enhance the ability of the College to
realize its mission, strategic priorities, and goals. - Establishes and maintains positive community relations that contribute to the
College’s ability to fulfill its mission. - Performs other duties as assigned by the President.

- Annually review all
