HARTZ Search invites you to explore an exciting opportunity with our client, Geisinger Health Plan in Danville, PA, for the Associate Chief Legal Officer – Health Plan.  The Associate Chief Legal Officer (ACLO) functions as the lead executive for the Department of Legal and Regulatory Affairs (DLRA) of the Health Plan, Geisinger Indemnity Insurance Company, and Geisinger Quality Options, Inc. (collectively Health Plan). Provides oversight, direction, and management of Health Plan’s legal and regulatory functions, Health Plan’s operationalization of federal and state health program requirements, Health Plan’s relationships with federal and state regulators, as well as Health Plan’s business implementation and prioritization efforts.  The successful candidate will have experience working in a highly matrixed organization, strong analytical ability, outstanding negotiation, and communication skills, with sharp attention to detail.  The ACLO should be a proficient operator with a strong understanding of systems thinking, integrated delivery networks, the total cost of care models, provider-based health plans, member satisfaction, and the financial impact of services and labor.  Geisinger Health Plans seeks a candidate with strong financial & business acumen and an eagerness to participate in and lead policy initiatives. The candidate will need to demonstrate an ability to influence change through relationship building, high visibility, creative solutions, and innovation.

JOB DESCRIPTION

Provides strategic legal counsel in support of Health Plan initiatives and activities, including but not limited to, advice and support related to strategic transactions and collaborations, innovative payment models, and entry into new product and geographic markets.
Provides legal advice in areas of significant company-wide impact and the formulation and execution of corporate strategic plans for the Health Plan Provides oversight and strategic direction for the Legal Services Department within the DLRA.
In accordance with Model Rules of Professional Conduct, ensures that the actions of Health Plan’s directors, officers, employees, and other persons are within the best interest of the corporation so as not to be a violation of the law.
Fulfills the fiduciary duties of the office of Secretary or Assistant Secretary of assigned corporate entities as established by the Pennsylvania Business and Nonprofit Corporations laws.
Provides guidance, support, and legal documents related to corporate governance matters, including agendas, minutes, and resolutions.
Ensures that requirements for the Health Plan’s participation in the Medicare Advantage, Medicaid, and Exchange program under the Affordable Care Act and other federal and state programs are appropriately and effectively operationalized.
Serves as the Health Plan executive who is primarily responsible for developing and maintaining effective relationships with federal and state regulatory agencies.
Responsible for oversight of organization-wide business prioritization processes and
Manages, oversees, and provides direction to the management staff of Legal, Medicare, Medicaid, and implementation functions of the Health Plan.
Responsible for managing budgets Structures appropriate oversight of DLRA staff, including attorneys, contract managers, compliance staff, and other support personnel.
Such oversight may include the delegation of certain management and operational tasks to certain department staff.

Oversees Health Plan staff who are responsible for Health Plan’s health policy activities, such as interacting with Geisinger Government Relations staff, drafting and revising proposed legislation, and acting as a point of contact with outside lobbyists and legislators and staff as necessary.

 
POSITION HIGHLIGHTS:

Associate Chief Legal Officer for Health Plans will report directly to the CEO of the Geisinger Health Plan – Kurt Wrobel.

REQUIREMENTS & QUALIFICATIONS:

Education : Juris Doctor
Experience : Minimum of Ten years’ experience in healthcare.

Progressive leadership experience in an integrated delivery network or large healthcare system.
Complex, matrixed healthcare environment: Provider Sponsored Health Plans and Integrated Delivery Model

License to Practice Law – The Pennsylvania Board of Law Examiners or o PA licensure within 1 year of employment.
