Lewes, Delaware, Summary: Effectively manages the coordination and implementation of a portfolio of grant-funded behavioral health projects within the context of an evolving behavioral health institute/service line. This role will ensure that key grant outcomes are achieved through expanding behavioral health services in community, outpatient, emergency room and inpatient settings. Reports to Chief Population Health Officer. Other information: 1. Bachelor’s degree in behavioral health/social services with 5 years of behavioral health experience or Master’s degree in behavioral health/social services field. While not required, those with LCSW, LPCC and/or PhD (Clinical or Counseling Psychology) licenses with relevant operational experience are encouraged to apply. 2. At least four (4) years of progressively responsible experience in administration, management and execution of behavioral health projects and programs of various complexities. 3. Applicants should have subject matter expertise in substance use and substance abuse disorders, mental, social, and emotional well-being of adults, children and youth and their families; prevention, intervention and treatment services in behavioral health, implementation, evaluation, or research of community interventions.
4. Experience and proficiency in managing federal or state grants and contracts. 5. Demonstrated ability to assume a leadership role in managing projects and associated risks related to projects and systems. 6. Proven track record of working effectively with multiple stakeholders including senior management, clients, and state and local government officials. Employment Term: Term-limited grant funded position through and including 12/31/2026 Responsibilities: Develops and manages the implementation of behavioral health grant work plans. Coordinates and facilitates interdisciplinary work groups related to operations, governance, clinical and care models, licensure, and data. Prepares agenda and action items, background documents, reports, etc. necessary to facilitate progress in implementation of plans.
Maintains and/or develops strong understanding of behavioral health and grants budgets as well as reimbursement and financing mechanisms for behavioral health services. Manages applicable grant budgets in collaboration with the Director of Grants Management and Grant Accountant. Ensures that grant funding is effectively utilized to support the project scope and in compliance with grant requirements. Identifies and develops any proposed changes to the grant¿s scope of work, workplan or budget necessary to achieve the project goals. Prepares modification requests to submit to funder. Regularly monitors progress in meeting the grant deliverables and in building out a system of behavioral health services. Tracks and reports on project deliverables. Works with Data Coordinator to ensure that required data is collected and reported in a timely fashion. Identifies the need for consultants and/or contractors. Develops scopes of work and oversees consultants engaged in project work.
Collaborates with executive, clinical and staff-level team members across the organization to ensure grant activities are in alignment with strategic priorities. Manages external relations with DSAMH, external providers, Community Based Organizations, and other grant agencies as needed to advance the implementation of grant funded behavioral health projects. Serves as subject matter expert in behavioral health strategy and policy work and in translating policy into operational projects and services. ·Proactively identifies project risks and challenges and works across the organization to mitigate risks.
