Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. Position Summary

Colorado State university and the Center for Environmental Management of Military Lands is hiring a Cultural Resources Project Manager to be located in Fort Collins, Colorado. The Cultural Resources Project Manager will support successful planning, execution, management, and completion of CEMML cultural resources projects, which also includes participating in and/or leading field surveys, and writing studies and activity reports. Excellent interpersonal skills, collaboration, flexibility, and diplomacy are required to succeed in this position. The Cultural Resources Project Manager will be responsible for hiring and supervising additional staff (or sub-contractors) to complete project requirements. This position will develop timelines to achieve project milestones, assign tasks, coordinate with other offices and individuals, and be accountable for project completion. Additional responsibilities may include, but are not limited to:

  • Assist CEMML Principal Investigators (PI) with all aspects of projects
  • Assist with developing position descriptions and job qualifications; and help to evaluate, interview, and select candidates
  • Assist CEMML Cultural Resources PIs with project execution, including defining and assigning tasks, scheduling work, logistics, coordinating with installation personnel, producing deliverables, etc.
  • Prepare maps, figures, and tables for inclusion with reports and other documents.
  • Assist in managing project budgets, equipment and supplies, travel, and project tracking databases.
  • Assist CEMML personnel with procurement actions.
  • Develop required periodic progress reports.
  • Research and identify policy and procedural changes across the industry.
  • Collaborate with Colorado State University offices and departments, subcontractors, and other universities and government agencies, upon request.
  • Attend workshops, conferences, and conventions to market CEMML and it’s cultural resource capabilities and services

This position may require frequent travel to military installations throughout the US, including Alaska, Hawaii, and U.S. Territories. This position is duty-stationed at CEMML’s main office on the campus of Colorado State University. Relocation allowance may be available; conditions apply.

Required Job Qualifications

  • Must meet the Secretary of Interior’s Standards for professional qualifications as stipulated in 36 CFR §61, Appendix A to be considered.
  • Masters Degree in Archaeology, Anthropology, Historic Preservation, Cultural Resources Management, Public History, or related field.
  • Minimum of 3 years of professional field experience in archaeology, including evaluation, site form preparation, and report writing.
  • At least one year of full-time professional experience executing U.S. federal laws and regulations that govern cultural resources management.
  • Ability to establish and maintain effective working relationships with colleagues and clients, including the ability to effectively coordinate multiple projects/tasks simultaneously.
  • Demonstrated experience working in a team environment, collaborative approach to work, and building effective professional relationships.
  • Self-motivated/self-starter and team-oriented collaborator.
  • Demonstrated ability and experience carrying research to completion.
  • Demonstrated knowledge of most standard computer programs, including MS Office software, as well as data management.
  • Must have strong organization skills.
  • Strong written communication skills are essential.
  • Experience with public speaking and formal presentations.
  • Must be capable of walking several consecutive miles while carrying gear over uneven terrain. Long periods of standing, walking over rough uneven surfaces, recurring bending, stooping, lifting, reaching, digging, or similar activities are expected.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • More than 3 years of professional work experience in archaeology, including developing research designs, conducting fieldwork, preparing analysis, as well as report writing and site form preparation.
  • At least one year of full-time professional experience assisting with project management and supervision.
  • Demonstrated understanding how federal agencies plan, design, and execute activities that may affect historic properties.
  • Experience in the design, implementation, and management of studies that provide for the timely identification and evaluation of historic properties.
  • Knowledge of/experience with military organization and culture is beneficial, especially as it pertains to project execution on military installations.
  • Highly qualified candidates will demonstrate experience collating, tracking, reviewing, and commenting on data and reports from contractors and/or subordinates to ensure that all documentation and deliverables are complete and comply with professional/contractual standards.
  • Comprehensive knowledge of the National Historic Preservation Act (NHPA) and associated federal laws and regulations, as demonstrated by frequent preparation of compliance documents and/or participating in their development and/or review.
  • Experience developing/writing new policies, guidelines, and management recommendations.
  • Experience using project management software to develop a project timelines, assign tasks, and monitor progress.
  • At least one year of professional experience using GIS (ESRI ArcGIS, ArcGIS Pro, ESRI ArcGIS Online) and managing cultural resources geospatial data including data collection, attribution, and documentation (metadata).
  • Experience with and knowledge of best data management practices, specifically within relational databases and/or file geodatabases.
