Job Description

  • We are currently seeking a Senior EEO Compliance Investigator who will advance the institution’s proud tradition of

    Your work: You’ll oversee the EEO/Title IX complaint function for cases that are assigned to you.
    Working with students and employees, you will investigate alleged discrimination cases, analyze the evidence and determine whether a
    violation occurred. You’ll attend case review meetings, participate in professional development activities and interact with a wide range of
    students and colleagues. You will have the opportunity to travel to HCC campuses to meet with students and employees, to give presentations
    and workshops, and to consult with college leadership.

    SUMMARY

  • Assist the Director of EEO Compliance carry out
    the EEO and Title IX Compliance function of the College. Investigate and respond to complaints of discrimination. Oversee development of
    statistical and narrative reporting; monitor the employee selection and other personnel, and educational processes including training, as
    related to EEO and Title IX.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other
    duties may be assigned.

    Assist the Director to establish, review and monitor EEO compliance programs, plans, policies
    and procedures for all segments of the College.

    Oversee EEO case complaint function; including: intake, investigation,
    informal resolution, formal hearing processes, and training.

    Investigate alleged discrimination cases by completing
    interviews of the complaining and responding parties, determine relevant witness and documentary evidence, and interview persons believed to
    have pertinent factual knowledge of the allegations.

    Analyze all evidence in alleged discrimination cases in relation to
    relevant HCCS policy and State and Federal Statutes.

    Provide recommendations regarding whether a violation of the
    statutes and/or policies has occurred, and prepare a written report.

    Work closely with Campus Title IX Contacts assigned
    to address student and faculty complaints, investigations, and possible discipline/sanctions.

    Liaison with students,
    departments, and other internal or external parties regarding gender discrimination related matters.

    Coordinate as
    appropriate with College Administration and/or government investigators during an internal or external investigation.

    Investigate alleged violations of the Americans with Disabilities Act (ADA) and serve as a resource in terms of
    interpretation to the College regarding issues related to the ADA, accommodations, and disability access.

    Serve as a
    resource in terms of interpretation to College Administration, faculty, staff and students when equal opportunity/affirmative action issues
    arise.

    Investigate and study complaints to clarify issues.

    Attend case review meetings to discuss
    cases, explore options, and develop investigative plans.

    Conduct interviews with personnel who can provide information
    or clarify issues directly related to complaints.

    Travel to HCCS campuses to give presentations and workshops.

    Coordinate with other departments and administrators to develop and direct an on-going series of workshops, seminars,
    and training associated with institutional compliance.

    QUALIFICATIONS  

    To perform
    this job successfully, an individual must be able to perform the essential duties and responsibilities listed above.  The qualifications
    listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
     

    EDUCATION

    Bachelor’s degree in Education, Human Resources, Educational
    Psychology, Criminal Justice, Counseling, or other related/compatible field is required.  JD or Master’s degree
    preferred.

    EXPERIENCE

    Minimum of five (5) years of work experience in Human
    Resources, Compliance, or Student Services with a minimum of two (2) years in compliance, EEO, Title IX or related areas required.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Experience dealing with all types of employees
    and students

    Ability to interpret Title IX, federal, state, and local civil rights laws and regulations regarding gender
    discrimination, harassment, and retaliation

    Demonstrated ability to manage and analyze data to prepare effective reports
    and presentations

    Proficient in MS Office

    Knowledge of automated Human Resources and student
    services information systems

    Demonstrated ability to work well with people from diverse backgrounds and cultures in
    support of an inclusive and welcoming environment

    Demonstrated ability to effectively work with hostile and emotional
    individuals in a compassionate, professional, and courteous manner to diffuse and manage complex problems

    Ability to
    maintain confidentiality and professional relationship with students, faculty, staff and third parties while handling sensitive, complex
    issues

    Ability to effectively work in a collaborative, team-centered work environment and provide helpful leadership and
    support to stakeholders in a timely and professional manner

    Ability to engage others in training, prevention, and
    awareness programs
