GENERAL SUMMARY: The H. I.
M. Technician III is responsible for Tumor Registry, Release of Information, or Birth Certificate Completion. PRINCIPAL DUTIES AND JOB RESPONSIBILITIES : · Understand healthcare law (theory of all healthcare law); develop, privacy, security, and confidentiality policies, procedures, and infrastructure; educate staff on health information protection methods; risk assessment; access and disclosure management. · Apply healthcare legal terminology. · Identify the use of legal documents. · Knowledge of health information record laws and regulation, consent for treatment, retention, advocacy, health power of attorney, advance directives and DNR. · Apply legal concepts and principles to the practice of Health Information Management. · Maintain a legally defensible health record with knowledge of subpoenas, depositions, court orders and warrants. · Apply confidentiality, privacy, and security measures and policies and procedures for internal and external use and exchange to protect electronic health information. · Knowledge of the state and federal privacy, security laws, patient verification, medical identity theft, data security concepts and security process and monitoring.
· Apply retention and destruction policies according to departmental and organizational data/information standards. · Apply policies and procedures surrounding issues of access and disclosure of protected health information. · Release patient specific data to authorized users. · Access and disclosure policies and procedures. · Use of business health intelligence; select, implement, use and manage technology solutions; system and data architecture; interface considerations, information management planning, data modeling; system testing; technology benefit realization; analytics and decision support, data visualization techniques; trend analysis, administrative reports; descriptive, inferential and advanced statistical protocols and analysis; research; patient-centered health information technologies; health information exchange and data quality. · Responsible for record tracking, release of information, registries, quality improvement, imaging, and EHRs. · Obtain accurate birth information from parents after birth of child. · Must effectively communicate with parents of newborns in order to receive the correct information to complete all required forms and submit information to the Texas Department of Vital Statistics and the Attorney General. · If completing birth certificate process must obtain certification from Attorney General. · Follow all federal and state laws.
Qualifications KNOWLEDGE AND SKILLS REQUIRED: · Knowledge of medical terminology necessary. · Computer skills needed. · Good customer service skills.
