Houston, Texas, Texas, This position is organizationally located in the Research Service Line, Michael E. DeBakey VA Medical Center. Incumbent serves as the Director of Operations (DRO) for the Research Service Line and is responsible for planning, developing, and directing the administrative and operational activities of this large and complex research program. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements (IOR) for occupational series 0601: You must hold a bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U. S. Department of Education (external link) at the time the degree was obtained. (Transcript Required). In addition to meeting the required Individual Occupational Requirement, you must also meet the following specialized experience requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leadership in Health Science related research program; Skill in analyzing, evaluating and providing expert advice and consultation; knowledge of the principles, methods, applications, and technology within the program; ability to provide direction and guidance on critical and complex issues; skill in the development of new methods, approaches, or procedures in the coordination of research projects or clinical studies; ability to perform complex analytical studies and interpretation of results; ability to communicate orally and in writing. This experience must be supported by your resume to be creditable. DeBakey VA Medical Center is seeking a dynamic leader to serve and spearhead the Research Service Line (Department).
Summary of and Major duties include, but are not limited to the following: The DRO is responsible for planning, developing, and directing the administrative and operational activities of this large and complex research program; exercises the full range of authority required to perform such activities in support of the research program, including budgetary planning and financial management; personnel management and utilization; space management; construction and renovation identification and coordination; acquisition and materials management: project review and processing; coordination and oversight of the research safety program; research oversight; and liaison with VA facilities, granting agencies, regulatory bodies and a wide variety of other institutions or individuals. Additionally, the DRO is a full participant for Research and Development (R&D); assist the R&D Committee and facility manager, in the development of long- and short-range strategic plans, goals, and objects for the R&D program; responsible for all reports, local, regional, and national, required for performance reviews; for overseeing the review of all assuring that all projects and protocols by the R&D Committee and its subcommittees; is essential and key leadership figure whose performance has a direct, substantial and vital impact on all phases of administrative decisions pertaining to the program. Participates in the review and implementation of policies, directives, program initiatives, and federal, local and granting agency regulations. Develops policy guidelines that incorporate legislative mandates and public policy appropriate to the field of research and development. Oversees the implementation of the new policies, procedures, and program initiatives of a major medical research program. Assesses the impact of proposed plans on budget and operations and analyzes for consistency and integration with goals and objectives and keeps management informed of potential problems and resolves implementation problems with appropriate officials. Responsible for approving budget estimates, fiscal and program operating plans, budget requests, analyses and justifications. Establishes and monitors processes designed to assure the proper accounting of funds obtained through local and external sources. Prepares briefings for senior officials, local and national elected officials, affiliated organizations and others as appropriate. Responsible for FTE projections, allocation and management; work organization; performance evaluation system; training; organizational charts and management of disciplinary actions and awards program.
Develops programs and obtains resources for continuing education of principal investigators and research employees to meet training needs. Ability to use qualitative and quantitative statistical data analysis techniques to arrive at proposed recommendations and solutions. Oversees and continuously evaluates and revises internal controls programs for effectiveness of policies, practices and techniques employed; implements changes where appropriate to maintain effective and economical services in support of program needs and projects for future needs. Prepares estimates of resources required, develops justifications for various options and present recommendations of system needs. Has a working knowledge of research, allied health and hospital committees and internal councils and their functions. Maintains required accreditations. Supervises and sets priorities; coordinates work operations; develops internal procedures to ensure employees are informed on appropriate aspects of various programs; develops position descriptions, selects staff, writes performance standards, and evaluates performance; and manages administrative aspects of supervision. Responsible for development and implementation of policies, procedures and support for emergent and high priority research programs and evaluations of progress achieved. Develops programs and obtains resources for continuing education of principal investigators and research employees to meet training needs. All other duties assigned by management.
