Iowa City, Iowa, Iowa, The position serves as a generalist in medical technology with responsibility for performing procedures in the areas of chemistry (including special chemistry and toxicology), hematology, coagulation, urinalysis, immunology, immunohematology (blood banking), microbiology, and specimen procurement and processing. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the English Language Proficiency, to qualify at the GS-7 level, applicants must meet at least one of the following requirements. You may qualify based on your experience and/or education as described below: Specialized Experience: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Medical Technician. Specialized experience for this position is defined as performing phlebotomy; processing specimens using complex instrumentation and transferring specimens for storage and testing; explaining collection procedures, handling requirements, and any special requirements for obtaining accurate testing results to patients and staff; preforming calibrations, preventative maintenance, programing, and troubleshooting instrumentation; collecting bodily fluids and substance and ensuring specimens are controlled in accordance with accreditation and agency requirements; maintaining laboratory stock and ordering supplies; creating and maintaining laboratory records. Specialized experience is further defined as performing technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e. g. , biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

To qualify based on education for this grade level you must have successfully completed one year of progressively higher-level graduate education that provided you the knowledge, skills, and abilities necessary to do the work of this position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires manual dexterity and exceptional hand/eye coordination, some physical exertion, such as regular and recurring walking, bending, sitting over a microscope and concentrate for long periods of time while reading specimens and to stand for several consecutive hours during the preparation of specimens. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. Position requires lifting of reagent containers weighing up to 35 pounds. Processes specimens using complex instrumentation such as the automated specimen processing track, or centrifuges, and transfers specimens to daughter tubes for storage, and/or testing. Performs chemical analysis of blood, urine, and other body fluids and substances. Helps teach/ train new staff and phlebotomy students in accessioning and phlebotomy skills. Operates instrumentation that performs blood cell testing with the newest methodologies which include impedance testing, Operates instrumentation for semi-quantitative and quantitative measurements of chemical and cellular constituents in urine specimens. Operates instrumentation for the determination of prothrombin time for warfarin monitoring, activated partial thromboplastin time, fibrinogen, heparin monitoring (Anti-Xa) for low molecular weight and unfractionated heparin, and d-dimer testing. Program and troubleshoot instrumentation. Setups cultures, staining of specimens, and isolation of bacteria. Performs test for Blood Typing and cross matching (ABO group and Rh typing), and screening for red blood antibodies that may cause problems. Recognizes and reacts to indicators of malfunction and locate and implement corrective action with minimal direction or comprehensive procedures.

Performs complex maintenance. Maintains and documents the laboratory facilities and equipment and controls supplies. Maintains and controls laboratory records. Performs data analysis including arithmetic calculations, algebra, graphing of data using interactive computer programs and preliminary statistical evaluations. Performs other duties as assigned.
