Miami, Florida, Florida, Functions in technical and advanced technical capacities in Phlebotomy and Specimen Processing for the Miami VA (including rotating to Broward Outpatient Clinic) Pathology and Laboratory Medicine Service (P&LMS). The service is part of the Miami VA Healthcare System facility including eight (8) Community Based Outpatient Clinics (CBOCs) and provides 24/7 coverage to our Veterans. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position there is no time-in-grade requirements at this grade level. An SF-50 that shows your eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement Specialized Experience: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.
g. , biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Education and Training: For GS-5: Successful completion of a full 4-year course of study leading to a bachelor’s degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collection, accessioning preparation, analysis, evaluation, reporting, validation, and release of diagnostic reports associated with human tissue and fluids for the purpose of determining/evaluating and treating disease. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a full 4-year course of study leading to a bachelor’s degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education. Education cannot be credited without documentation. You will be rated on the following Competencies for this position: Attention to Detail Teamwork Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e. g. , Peace Corps, AmeriCorps) and other organizations (e. g. , professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The physical demands are primarily standing and walking, but also some bending, lifting, and carrying of light items. Also, there are times of considerable exertion with patient positioning to do inpatient blood draws (50 pounds or more). The work requires above average agility and dexterity. [“Duties and responsibilities include but is not limited to: Independently receives requests for testing into the laboratory. Verifies the accuracy and completeness of the request. Interacts with hospital personnel to correct discrepancies such as notifying nursing/medical staff if there is concern about a drawing site [ multiple IV lines, arteriovenous fistula, etc.
], patient is combative, or any other possible contraindications. Recognizes emergency situations and takes necessary action. Establishes priorities for emergency orders. Must have the critical and analytical decision-making ability to be able to triage competing requests and orders. Notifies medical technologists of impending work and the status of such, i. e. , emergency or routine. Independently verifies the patient as the individual denoted on the request and labels all tubes with the patient’s name, social security number, date, and time, to ensure proper identification. Draws blood by venipuncture or finger stick from medical center inpatients and outpatients for requested laboratory tests. Performs blood-drawing and other specimen collecting duties as assigned in a courteous and professional manner.
Adheres to safety, infection control, and universal precautions always while drawing blood. This includes such things as replacing bed rails, removing tourniquets, and wearing gloves. Must be proficient in phlebotomy, being able to draw all but the most difficult patients and follows proper procedures for redrawing blood. Must develop the essential speed required to complete the blood drawing duties in a timely manner. Assists in teaching laboratory and medical center personnel theoretical and practical aspects of phlebotomy, specimen collection, and specimen requirements to fellow team members (such as initial and annual competencies), interested residents/students, other staff, etc. Must be able to independently respond to, report, and assist in emergency situations. Must know CPR and first aid procedures for the care of patients who become sick, suffer a cardiac arrest, faint, etc. while having blood drawn. Observes and reports any physical or mental changes while patients are being drawn. Performs and exhibits knowledge and skills specific to the young adult, the adult, and the geriatric patient.
Provides care based on physical, psychosocial, educational, safety, and related criteria, appropriate to the age of the patients served. Manage the stored supplies to maintain numbers to fulfill program needs, and initiate contact with staff who will order supplies for the service. Prepare specimen for transport to the testing laboratory. Ensure proper chain of custody for specimens especially urine held over the weekend for Monday shipment, when lead technician is unavailable. Ensure that restrooms used for collection site are clean and in good state of repair, reaching out to engineering or janitorial services as needed. Performs other duties as assigned.
