Atlanta, Georgia, Georgia, The Medical Technician serves a a Phlebotomist within the Pathology and Laboratory service at the Atlanta VA Medical Center. This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration: Current permanent Facility (including satellites) employees 2nd Area of Consideration: Current Permanent VA employees 3rd Area of Consideration: All other Status candidates To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet the SPF are ineligible for further consideration. The Selective Placement Factor for this position is: experience performing phlebotomy/blood draws on human patients In addition to the TIG requirements and SPF, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e. g. , biological laboratory technician work, that required application of the methods and techniques for the position to be filled. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed of a full 4-year course of study leading to a bachelor’s degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. (Transcripts must be submitted at time of application). OR, Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have equivalent combinations of post-high school education and specialized experience, as described above. Note: only education in excess of the first 60 semester hours of a course of study leading to a bachelor’s degree is creditable toward meeting the specialized experience requirements.

Physical Requirements: Work requires extended periods of staying in one position, sitting or Standing, some light (less than 40 pounds) lifting, and attention to detail and concentration when verifying patient identification and teat request data, and when accessioning and labeling specimens. This may be intermittent with periods requiring physical activity such as walking moderate distance. [“This Medical Technician serves as a phlebotomist, specimen processor, and customer service support in the Laboratory Specimen Processing Section performing any or all of the following duties in support of Atlanta VAMC wards and outpatient clinics, and local area clinics who may refer eligible patients to Atlanta VAMC for laboratory services. Work may be performed in the laboratory, or in patient care areas of the hospital. Major duties include, but are not limited to: Performs venipunctures by correctly identifying patients as to name and full social security number, selecting appropriate collection devices (i. e.
, proper collection tube, appropriate anticoagulant, etc; adhering to correct order of draw and taking any necessary precautions in specimen preparation (i. e. , mixing, protect carotenes from light, place ammonias in ice slurry, etc. ) Selects and cleans an appropriate venipucture site Delivers specimens from collection areas to the main laboratory for analysis and/or prepares specimens for transport for off site locations. Receives and labels specimens received from other sections for analysis that includes cultures, blood, body fluids, urine, exudates, transudates and tissues Properly instructs patients in the collection and handling of specimens collected Follow laboratory procedures for collecting specimens in the appropriate container, maintains specimen under appropriate conditions, following guidelines for collecting timed specimens, blood cultures and compatibility (cross-matches) Logs telephone requests for tests, ensuring proper orders are obtained and specimens are collected according to the urgency or specific time indicated Assists in the phlebotomy and safety training of staff, students and other health professionals Complies with all Medical Center policies and procedures regarding safety practices Assesses the validity of a process, recognizing common environmental or other considerations that could affect laboratory processes Maintains adequate supplies for all phlebotomy and specimen procurement procedures ensuring work area is adequately stocked Assist in the purchase, inventory, and distribution of various laboratory supplies Applies basic specimen collection requirements regarding infection control techniques, site selection, and integrity of sample Work Schedule: Monday – Friday, 8:00am – 4:30pm (with rotating weekends and holidays) Telework: Not Available Virtual: This is not a virtual position.
