Oakbrook Terrace, Illinois, Overview This is a hybrid position and will require working in our central office located in Oakbrook Terrace, IL. Typically requiring 2-4 days per month and as needed. Positions in this Job Family plan and execute complex technical projects of significant scope, coordinate the activities of project team members to achieve projects goals and timelines, apply specialized knowledge and skills in a professional or technical discipline, display expert written and oral communication skills in presenting complex technical information to internal and external groups, earn trust and respect from stakeholders, and manage expectations through ongoing changes. The Senior Business Technical Analyst in the Department of Quality Measurement assists with the gathering of requirement analysis and design definitions in the development for new and/or enhanced information systems or business processes related to the receipt, analysis, and reporting of performance measurement data. Works with project team, IT, and vendor staff to manage the other critical phases of the software development lifecycle, including testing, training, implementation, and communication with internal and external stakeholders. Note: This role has project management responsibility and no direct reports. People and other resources are managed indirectly as part of cross-functional team delegation required to complete the project. Responsibilities Provide professional, business, and technical guidance and consultation in areas of expertise. (65%) Facilitate the elicitation of and provide direction to others in gathering requirement analysis and design definitions in the development for new and/or enhanced information systems or business processes related to the receipt, analysis, and reporting of performance measurement data. Independently and in conjunction with other project team members, develop or maintain business and technical deliverables.

Works with project team members to conduct root cause analysis of problems and identify, analyze, document, and help facilitate the correction of defects in the information systems or business processes. Assist with identifying impact to and from other projects and work with the project stakeholders to identify options and recommendations. Learn and stay abreast of changes in regulatory compliance, federal mandates, and technology and associated standards that affect the healthcare performance measurement environment. Represent the department in a broad variety of internal cross-divisional and cross-company activities including providing input and expertise, written and oral communications, and meeting facilitation. Participate in external national groups. Works independently with minimal supervision to perform project work and ensures that project milestones are met. Ensures the quality and integrity of project deliverables. (25%) Defines project goals and activities and develop work plans for departmental initiatives. Defines project parameters and specifications and organizes related staff resources. Develops creative and innovative approaches to accomplish project objectives.

Manages daily operations related to project which are often very large and complex. Monitors current projects to ensure that they are conducted in a highly professional manner. Acts independently and collaboratively in a pro-active manner to manage and resolve project-related problems as they arise. Engage with experts in defined business and technical focused topic areas. (5%) Assists with reviewing, analyzing, synthesizing, and documenting issues related to quality and safety with respect to hospital performance data including aggregate and patient-level data. Works with project team members in activities to design and implement information systems or business processes related to performance measurement. Work with a variety of IT and business professionals as required by project work. Participates in preparing and presenting project information to internal and external parties. (5%) Assists with the dissemination of project information to internal and external stakeholders. Prepare and present content to staff and department management, and external stakeholders at meetings, conferences, and for publications.

Qualifications Level of knowledge equivalent to that ordinarily acquired through the completion of at least a bachelor’s degree preferably in a business field such as computer information systems, a technical field such as computer science or a degree in health information technology. Master’s degree preferred. 5 + years of progressively increasing responsibility in business and systems process analysis, design, and support. Technical proficiency with Microsoft Office Suite including Visio. Perform backend testing, data analysis, and ad-hoc reporting using Microsoft SQL. Ability to understand concepts governing relational database structures. Familiarity with Azure, R, JSON, Schematron, XSLT transforms, APIs, XML editor tools, PowerBI, Confluence, Jira, and/or DevOps is a plus. Ability to learn, understand, and apply new technologies, methods, and processes. Familiar with the Agile software development life cycle and participating in Scrum meetings is a plus. Comfortable working as a Business Technical Analyst within a business unit, representing the needs of the business while working with IT at a more technical level than the average business user.

Ability to participate, sometimes as a lead, in multiple complex projects simultaneously involving a wide range of individuals, groups, and/or committees. Effective interpersonal skills to interact with individuals at various levels, professional backgrounds, and technical aptitudes both inside and outside of the organization, often in politically sensitive situations. Ability to communicate with parties within and outside of own area to ensure that tasks and activities and understood and implemented. Ability to shift mindset and communication style to adapt to the project role (i. e. , lead versus team member). Display a strong commitment to superior quality. Takes responsibility for written deliverables to ensure high quality, adequately proofread, final products. Alters writing style to appeal to various audiences as needed. Willingness to seek and respond positively to editorial input and ability to deliver constructive feedback to others.

Ability to provide guidance, coaching, and training to staff and new employees in the area of requirements analysis, design, and testing. Responsible for managing major/complex projects at this level, involving delegation of work and review of work products. Expected to consult with managers to identify project resource requirements and identify professional skill set gaps that should be addressed to meet current and future project needs. Willingness to stay abreast of new training goals for the development of professional competences. 5 + years of business and systems process analysis, design, and support. Work with project team and other stakeholders to identify project objectives, scope, dependencies, and risks. Understand gaps, problems, and opportunities in the context of the project; probes for and provides information to clarify situations; analyzes and presents solution options; ensures appropriate approval for the identified solution. Assist with the development and maintenance of detailed requirement and design specifications, data and process flow diagrams, data modeling documentation, data and software security requirements, and other business and technical work products. Develop and assist others in the development and execution of test strategies and plans that address areas such as functional software use cases, integration testing, regression testing, performance testing, application security testing, and bug testing. Participate with others in the day-to-day support and maintenance activities related to performance measurement information systems and business processes.

Includes reviewing the accuracy, completeness, and consistency of data; performing troubleshooting and remediation of issues; answering end-user support questions; creating and updating end-user documentation; and performing complex data analysis. Support application promotions into production, including performing bug fix validation and regression testing. This will require occasional evening support. Demonstrate strong analytic and problem-solving skills for both technical and business topics, with the ability to interpret and communicate results. Ability to connect and document changes in internal environmental factors to company performance measurement activities; and collaborate with team members and management concerning impacts. This includes changes to company policies and technology stack. Ability to handle ambiguity, changing priorities, and adapt to business and technical change. Health care, allied health care, or Joint Commission experience with clinical performance measurement is preferred. Ability to understand clinical performance measurement logic and translate into algorithms and graphical presentations. Familiarity with clinical quality measures, both electronic (eCQMs) and chart-abstracted, and relevant health information technology standards (i.
