Gov. Juan F. Luis Hospital

Christiansted, U.S. Virgin Islands, An incumbent in this position is responsible for strategic planning and management of all current and future buildings, campus conditions, and associated facilities and systems. Directs, controls and coordinates building operations and maintenance of clinical and non-clinical structures at the Medical Center and provides oversight of select facility support services. Provides highly responsible support to the Executive Management Team. Develops and implements efficient facility operations which avoids disruptions to overall clinical and business operations. Develops and implements standard practices for facility operations to promote a safe environment of care for patients, staff and visitors. POSITION RESPONSIBILITIES/DUTIES 
1. Develops and implements policies and operational practices to ensure that operational goals are achieved efficiently and effectively.
2. Prepares and manages the annual operating budget for facilities management ensuring it is consistent with institution priorities and assuring continuity of high quality, functional facilities.
3. Maintains total administrative responsibility and develops operational systems which ensure the optimum utilization of Center facilities
4. Identifies potential or existing risks or liabilities relating to construction or maintenance of general and specialized structures and makes appropriate recommendations to ensure safety of patients, employees and visitors.
5. Develops and implements facility risk assessment program to promote a safe environment.
6. Develops and maintains facility operations and programs to ensure compliance with applicable state, local and federal standards and life safety specifications (CMS, NFPA, TJC, OSHA, EPA, FGI guidelines).
7. Participates in in Life Safety survey activities in collaboration with site survey regulatory team and ensures continuous readiness survey activities are completed for facilities/ engineering services department and assigned facility support services.
8. Works in collaboration with other key stakeholders to develop and implement the hospital’s emergency management program as it relates to facilities management.
9. Serves as a liaison and works in collaboration with A& E design firm and related project engineering teams on projects for the design of new hospital, construction of hospital facilities and development of life safety systems and medical equipment.
10. Develops and implements a comprehensive and robust preventive maintenance program for all facilities infrastructure and equipment to include maintenance of a temporary hospital structure to avoid disruptions in patient care services.
11. Ensures appropriate inspection, testing and maintenance of all facilities infrastructure and equipment is accomplished in a manner that is both planned and consistent with industry standards and applicable state and federal regulations.
12. Develops proposes and manages contracts with external suppliers and service providers, oversees all facilities -related contractor activity on campus including ensuring contractor compliance with applicable labor laws, safety procedures, quality control and institution policies.
13. Directs and implements purchasing of capital and non-capital facilities equipment and supplies.
14. Identifies causes of incidents and implements procedures to promote safety and reduce risk.
15. Serves as integral member of the Environment of Care Committee, hospital quality committee and other related. teams/ committees.
16. Participates in organizational leadership through attendance at hospital committees and required meetings.
17. Oversees, grows, and develops the Facilities Management capital and operational teams to achieve optimal capacity, depth and performance.
18. Any other assigned responsibilities.
REQUIRED QUALIFICATIONS & EXPERIENCE 
Minimum required qualifications:
1. Bachelor’s degree in engineering (e.g., civil, mechanical or related engineering discipline) is required.
2. 7 or more years of supervisory experience in physical plant maintenance, facilities management and leadership including experience managing construction/ capital projects within a health care institution.
3. Possess a strong knowledge and understanding of healthcare building mechanical, structural, and electrical systems
4. Must have knowledge and expertise in NFPA, TJC, CMS, EPA, and OSHA codes and regulations and the ability to interpret and implement programs to ensure compliance with standard requirements.
In addition to minimum qualifications and experience listed above, demonstrate continuing education in healthcare facilities management. Certification as a Health Care Facility Manager (CHFM) preferred.
REQUIRED KNOWLEDGE/SKILLS/ABILITIES 
1. Knowledge of the policies, procedures, rules and regulations that apply to facilities management and related support services.
2. Project Management techniques and practices to achieve established performance objectives.
3. Effective written, verbal and presentation communication skills required.
4. Demonstrate knowledge of CMS/ TJCLife Safety Code requirementsand operation of hospitallife safety,fire protection,emergency power, mechanical andutility systems and maintenanceofcritical patient care equipment in a hospital setting.
5. Apply systems thinking and engineering concepts to develop recommendations for continuity of operations.
6. Ability to (or possess the skill level to gain ability to) define problems, collect data, establish facts, and draw valid conclusions;
7. Demonstrate strong command of reading and interpreting construction blue prints and respective drawings.
8. Familiarity with implementing Interim Life Safety measures (ILSM) as applicable.
9. Providedepartmentleadership, training of new employees and ongoing education and training of all departmental staff.
10. Knowledge of hospital/departmental policies and procedures, emergency protocols, Joint Commission, Center for Medicare and Medicaid services and all other local and federal regulatory standards
11. Ability to make presentations before management, public groups, and staff.
12. Knowledge of analytical and grammatical skills necessary to communicate effectively, verbally and in writing.
13. Knowledge of basic financial reporting and budgeting principles.
14. Skilled in maintaining records and preparing reports.
15. Familiarity with spreadsheet and overall computer skills.
16. Ability to work with a wide variety of other professionals and staff engaged in the delivery of health care services.
17. Ability to gain the confidence and respect of the public to be served.
18. Ability to work well independentlyincluding without administrative support when required.
19. Organizational, multi-tasking, and time management skills are essential.

WORKING CONDITIONS 
Work in a climate-controlled and well-lighted environment with a smoke-free policy. Employee will work in an office and throughout the building daily. Has Category 1 risk of exposure to infectious diseases, but receives training in hand hygiene practices, Universal Precautions and has access to personal protective equipment if direct exposure is anticipated; is subject to interruptions and noise daily.
