Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: Must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT)(R). NOTE: Experience is only creditable if it was earned after completion of the basic ARRT certification requirements. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. Education: Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies recognized by the Department of Education. English Language Proficiency: Must be proficient in spoken and written English in accordance with VA policy.
Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:GS-12 Experience. Completion of at least 1 year of qualifying experience equivalent to the GS-11 grade level. Qualifying experience would include (NOTE: this experience must be detailed on your resume to be found qualified for this position): Responsibility for department’s annual budget preparation and execution. Implementing and coordinating the Joint Commission (TJC) and all other external or internal review programs. Maintaining and advising on department’s imaging equipment inventory listing. Overseeing all imaging equipment purchases, to include contract preparation and vendor negotiation and related procedures required to complete the process. Managing subordinate staff by assigning workload, ensuring production standards are met, reviewing/approving leave requests, conducting performance appraisals, and effecting disciplinary action, as needed. Developing, implementing, and evaluating policies and procedures governing radiology activities within the department. Knowledge, Skills, and Abilities (KSAs) for Supervisory Diagnostic Radiologic Technologist. Applicants at this grade level must also meet the following KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*): 1.
Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. 2. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. 3. Ability to participate in research studies and/or as a consultant to others conducting research. 4. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. 5. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility. Preferred Experience: At least 2 years’ specialized experience and ARRT registry (or equivalent) in CT, MRI, U/S, NM, interventional radiology, or mammography.
At least 2 years’ experience concurrently managing and overseeing personnel, equipment, and day to day operations for two or more modalities one being general diagnostic along with any of the following: interventional radiology, MR, CT, NM, mammography, or ultrasound. Current BLS and ACLS certifications. Has experience as Magnetic Resonance Safety Officer (MRSO) References: VA Handbook 5005, Part II, APPENDIX G25. [“The Supervisory Diagnostic Radiologic Technologist (DRT) position is in the Imaging Service at the VA Central CA Healthcare System (VACCHCS), Fresno, CA. The incumbent plans and directs the radiologic technology program for the VACCHCS and reports directly to the Service Chief. The department is comprised of CT, ultrasound, MRI, nuclear medicine, and general radiology and supports special procedures through contractual arrangements. Major duties include, but are not limited to:- Develops and maintains the imaging department organizational chart, develops appropriate organizational and functional distribution of workload and personnel.
Responsible for the annual budget preparation and execution to include communicating budget planning, execution requirements to other program managers, initiating cost reduction/savings initiates, and serving as approving official for fund control points. Implements and coordinates the Joint Commission (TJC) and all other external/internal review programs to include collecting data, analyzing results, assuring regulatory compliance, developing metrics and reviewing programs. Maintains imaging department’s equipment inventory listing (EIL) by providing expert technical advice and assistance in selecting clinical imaging equipment, understanding the technical capabilities and limitations of equipment, ensuring compliance with specifications, detecting operating problems, and scheduling preventative maintenance and service arrangements. Oversees the imaging department quality assurance/medical staff committee and performance improvement and compliance activities, to include the design and implementation of measures for quality assurance and metrics. Responsible for authoring and initiating scarce medical specialist contracts and all other related imaging contracts and sharing agreements, serves as the Contracting Officer Technical Representative (COTR) for imaging contractual issues. Serves as technical liaison between department employees and physician staff by keeping the latter informed of departmental policies, priorities, and activities. Assures all department personnel are performing the assigned workload and that efficiency and production standards are met in an effective manner, utilizes applicable metrics and software reporting formats to effectively present and utilize data. Manages and oversees all subordinate personnel to include reviewing and approving leave requests, managing staff schedules, orientating/training new staff, conducting performance appraisals/reviews, and effecting disciplinary actions, as needed. Independently prepares but consults service chief for statements of policy and procedure governing radiology activities within the department to assure the highest technical quality of all imaging examinations. Evaluates all proposed equipment purchases, to include preparing necessary contract preparation, vendor negotiation, maintenance/service contract negotiation, workload justification for purchase, and related procedures required to complete the process.
