Gainesville, Florida, Florida, The Supervisory Health Science Scientist position serves under the Chief of Staff, North Florida/South Georgia VA Health Care System, VISN 8, Sunshine Health Network, Veterans Health Administration, Department of Veteran Affairs, Gainesville, FL. BASIC REQUIREMENT EDUCATION: All applicants must meet the basic education requirement as described below. (Must also meet the Additional Qualification Requirements below). Having a bachelor’s or graduate/higher level degree: with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U. S. Department of Education at the time the degree was obtained. (TRANSCRIPT REQUIRED) and In addition to meeting the Basic Requirement Education above, you must also meet the following additional requirement. SPECIALIZED EXPERIENCE GS-15: Applicants must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-14 grade level in the Federal Service.
Qualifying specialized experience includes: having knowledge of the substantive nature of agency programs and activities, agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; capable of directing a segment of a professional, highly technical, or complex administrative program which involves the development of major aspects of key agency scientific, medical, legal, administrative, regulatory, policy development or comparable, highly technical programs; having an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives; having skills in the application of factfinding, investigative techniques, oral and written communications; and development of presentations and reports; supervisory criteria: (a) prioritizing major work efforts; (b) evaluating the performance of the team; (c) giving advice, counsel, or instruction (d) interviewing and selecting candidates for key positions, and recommending appointment, promotion or reassignment involving such positions; (e) hearing and resolving appropriate complaints and grievances, referring those which cannot be resolved at the program level to appropriate management: (f) effecting disciplinary measures; (g) Identifying and providing for management development and training needs of key staff members; resolving differences between key management officials at the program; and identifying and resolving problems which may inhibit accomplishing the mission and/or the objectives of the office. Develops Research Service objectives (goals), priorities, and timelines. Approves research program development initiatives and collaborates with researchers, organizations, and universities to develop research projects that support NF/SGVHS and VHA mission and objectives, and in doing this, strategically shapes the future of the NF/SGVHS Research program. Monitors new and revised legislation, VHA Directives and mandates from other agencies (Occupational Safety and Health Administration (OSHA), US Food & Drug Administration (FDA), the Joint Commission (JC), Office of the Inspector General (OIG), etc. ) to identify changes.
Assists in the development of new and/or updates existing research policies and procedures bases on new or modified regulations and mandates to maintain compliance. Operational Oversight, Management and Supervision: Monitors the effectiveness of the interactive research program to develop procedures necessary to advance the research program in accordance with all principles, rules, and regulations affecting research within the VA and other Federal Agencies. Monitors compliance with the program requirements. Conducts program assessments and prepares reports necessary to appraise the COS and R&D Committee of status of the program. Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative processes, and financial management concerns. Evaluates Research Proposals: Reviews research proposals prior to their submission through the R&D Committee and its Sub-committees, whether they are to be funded by VA or a non-VA source. Determines the availability of necessary resources (equipment, space, animal needs), data management, biological and radioactive waste disposal, the use of investigational drugs, justification of additional or replacement equipment and personnel, and the impact of the proposed work on the institution. Advises investigators of the need to include budgetary requests for these items in their submissions. Research Advisory Activities and Mentorship: Maintains mastery of the knowledge of the theories, principles, concepts, and methodologies of the health science filed that are customarily acquired through advanced education and training as a formally trained scientist from a medical and/or doctoral program. Analyzes, evaluates, and provides expert advice and consultation to other health scientists and physicians involved in research.
Performs Quality Assurance Evaluations: Reviews regular reports generated by the Research Compliance Office (RCO) to the R&D Committee to assess investigators’ compliance with Standard Operating Procedures. Conducts or directs special extensive studies and audits to resolve administrative problems that arise in the normal operation of a complex research program. Prepares in-depth background and management information for review by the R&D Committee. Service Liaison: Serves as immediate interface between Research Service and investigators, NF/SGVHS support services, VACO (including ORO and ORD), VISN, the local affiliates, and the local VA non-profit foundation. Requires a thorough knowledge of the governing policies, the levels of decision-making, the mechanisms for obtaining information and for solving problems and accurate evaluation of priorities. Conducts Scientific Studies/Surveys/Investigations: Designs, oversees, implements, and/or participates in scientific studies, surveys, investigations, or projects, to develop information in such areas as causes of diseases, methods of prevention, control, and treatment. Obtains either data through intervention or interaction with individuals, or identifiable private information through medical records, tissues, surveys, observations, or third parties to develop information in such areas as causes of diseases common to the Veteran population.
