Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Vice Chancellor
for Academic and Student Affairs. This is a renewable, full-time, non-tenured, administrative position and reports to the Chancellor. The
position may be primarily located in either Las Vegas or Reno, Nevada.

The NSHE is comprised of eight institutions: two
universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues
to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

The Vice
Chancellor for Academic and Student Affairs is responsible for coordinating and addressing statewide higher education issues relating to
academic programs and policy, including transfer and articulation, student service programs and policies, financial aid, research, and
workforce development. In that capacity, the Vice Chancellor provides information and recommendations to the Chancellor and the Board of
Regents on higher education policies. Additionally, the Vice Chancellor is expected to stay current on national issues impacting higher
education and convey these issues to the Board and the higher education community.

STARTING SALARY: NSHE Executive 2
(starting salary range approximately $242,938.00 – $265,000.00; depending on experience). A benefits package that includes medical, dental,
vision, life, and retirement.

APPROXIMATE STARTING DATE: September 1, 2023

MINIMUM QUALIFICATIONS: Requires a
Master’s or Professional Degree and 7 years of comparable managerial experience or a Doctorate and 5 years of comparable managerial
experience. An exception may be a Bachelor’s Degree plus 10 or more years of experience.

KNOWLEDGE, SKILLS, AND ABILITIES:
Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position
address each of the following items in the letter of application:

  • Knowledge and experience in higher education policies and
    practices, including both 2-year and 4-year institutions;
  • Knowledge and understanding of the role of a policy-making Board and
    the staff tasks needed to support an elected governing board;
  • Knowledge and experience with the Nevada
    Legislature;
  • Knowledge of state laws pertaining to higher education in Nevada;
  • Knowledge and experience in drafting
    policies, procedures and guidelines;
  • Knowledge of the structure of Nevada state government; and
  • Knowledge of the
    structure and authority of the NSHE.
  • Skilled in setting priorities which accurately reflect the relative importance of job
    responsibilities for the position and for subordinate positions;
  • Skilled in working independently and following through on
    assignments with minimal direction;
  • Skilled in analyzing information, problems, situations, practices or procedures to define a
    problem or objective, identifying relevant concerns or factors, identifying patterns, tendencies and relationships; formulate logical and
    objective conclusions, and recognizing alternatives and their implications; and
  • Skilled in summarizing and critiquing complex
    research reports and data and in presenting complex information to laymen audiences.
  • Ability to exercise judgment to solve
    administrative problems where the answer is not apparent;
  • Ability to communicate effectively in both an oral and written
    manner;
  • Ability to present information in a public setting to various constituencies, including the Board of Regents,
    legislative committees, local boards and councils, etc.
  • Ability to adhere to stringent deadlines;
  • Ability to
    establish and maintain cooperative working relationships with staff members, subordinates, and other administrators;
  • Ability to
    process large amounts of information and break it down into critical elements;
  • Ability to discern critical
    information;
  • Ability to determine the most appropriate format for conveying information to a specific audience;
    and
  • Ability to make appropriate judgments when processing information as it relates to other critical processes within the
    NSHE.

RESPONSIBILITIES: The duties of this position will include, but not be limited to:

  • Staff the Academic and
    Student Affairs and the Workforce, committees of the Board, including creating agendas, coordinating presentations, compiling reference
    material, and responding to requests of the committees
  • Chair the Academic Affairs Council and work with the Council on policy
    development applicable to academic affairs, provide background and policy information as requested, lead discussions and work to establish
    consensus on issues (e.g. performance pool, SARA participation, remediation, etc.)
  • Lead conversations of the Student Affairs
    Council as it related to policy development applicable to student affairs (e.g. residency determinations for tuition
    purposes)
  • Chair the Research Affairs Council including leading policy development discussions applicable to research, including
    establishing priorities, goals and objectives for promoting research efforts (including the EPSCoR program)
  • Oversee the NSHE
    Sponsored Projects Office(as the Director of the SPO reports to the VC )
  • Quality control and oversight of all ad hoc data and
    informational requests and publications created by the Academic and Student Affairs Department, including the Remedial Report, Diversity
    Report, Student Completion and Workforce Report, Existing Program Review report, miscellaneous accountability reports,
    etc.
  • Provide oversight and leadership related to the State’s Complete College America goals, including working on policy
    development associated with supporting the state’s goal, monitoring institutional progress in achieving degree targets,
    etc.
  • Oversee the System’s workforce development planning and monitoring functions, including the development of policy and
    goals, as well as grants management.
