Job Function:

The Vice President of Finance & Administration
(VPFA) serves as the College’s Chief Business Officer, reporting directly to the President. The VPFA is responsible for maintaining
the College’s fiscal health and efficient administrative functioning. The VPFA ensures that financial resources are effectively and
efficiently deployed to support activities that promote student success. The VPFA supports the College’s mission, strategic plan, and
goals. The VPFA demonstrates an ability to create consensus, productive teams, and action around key College strategic interests informed by
the College’s Core values: Accountability, Excellence, Innovation, Integrity, Leadership, Teamwork, and Communication. The VPFA serves
as an enthusiastic ambassador for the College, promoting and sustaining its commitment to excellence in service and student success. The
VPFA is responsive to emerging issues, trends, and community needs. The VPFA sustains and advances FDTC faculty, staff, and programs that
underpin the College’s regional and national reputation as a leader among best practices institutions.

The major functional
departments under the overall direction of the VPFA include: Finance/Budget, Risk Management, Bookstore, Accounting & Cash Management,
Financial Aid, Auxiliary Services, Business Office, Facilities, Grounds, Purchasing, and Public Safety.

Responsibilities:

Primary Functions:

  • Directly administer the
    development and implementation of the annual budget, including appropriate analysis of issues affecting revenue and/or expenditures,
    preparation of long-range budget forecasts, administration of budget process, and recommend budget amendments as necessary through the
    course of each fiscal year.
  • Employs strategic finance methods, including long-term budget planning, scenario planning, and resource
    reallocation to support college priorities.
  • Review and make recommendations for new or revised policies related to college finances
    and administrative services.
  • Provide direct administration and leadership for implementation of strategic plan initiatives related
    to institutional finances.
  • Serves as key counsel to the College President on all matters related to $100 million dollar entity,
    specifically Finance/Budget, Risk Management, Accounting & Cash Management, Facilities, Bookstore, Grounds, Housekeeping, Purchasing,
    (Auxiliary Services), Public Safety, and other administrative services.
  • Oversee the development and preparation of all monthly and
    annual financial reports for the President and presents monthly financial statements at Area Commission meetings, to cabinet, and other
    stakeholders as designated by the President.
  • Maintain an internal control system to ensure that financial transactions are based
    upon established procedures as required by the United States Government, the State of South Carolina, the College auditors, and Area
    Commission.
  • Coordinate the annual audit, including supplying auditors with all necessary information. Prepare the Management
    Discussion and Analysis component of the audit.
  • Distribute audited financial statements to banks, rating agencies, clearinghouses,
    governmental entities, and other stakeholders.
  • Lead the development of annual changes to the schedule of tuition and fees; develop
    and present recommendations to the President.
  • Oversee college funds including daily monitoring, forecasting, investments of funds,
    and monitoring of pledged collateral. Administer purchasing and investment policies, and recommend changes as necessary.
  • Review and
    recommend appropriate insurance coverage (casualty, liability, and other coverages, excluding employee benefits) on behalf of the
    college.
  • Provides vision, leadership, and oversight for all Administrative Services and related services and is responsible for
    sustaining a culture that empowers staff to take informed risks, be creative and collaborative, and act as full partners in helping students
    to achieve their goals.
  • Support FDTC’s mission, vision, and values through effective structure, policies, and services to
    promote and sustain a culture of excellence, student success, and workforce development.
  • Promotes and supports the integration of
    technologies and innovative pedagogies that enhance and improve services to students and institutional effectiveness.
  • Advocates for
    and allocates resources to enhance and ensure the quality of Finance & Administration divisional operations and support student
    success.
  • Guides staff in planning, creating, and sustaining programs and initiatives that fulfill the College’s strategic
    goals.
  • Supports recruitment, professional development, evaluation, promotion, and retention of quality staff.
  • Develops and
    sustains productive and collaborative relationships across divisions and with other college constituencies.
  • Leads, supervises,
    coordinates, and evaluates all Finance & Administration direct reports, departments and programs (adhering to appropriate College
    policies and procedures).
  • Supervise all personnel assigned, recommending selection, retention, promotion, and discharge as
    appropriate.
  • Represents the college, where appropriate, in interactions with local, state, and federal government
    representatives.
  • Manage construction projects
  • Provide leadership/strategic direction regarding development of campus,
    facilities, and grounds, including the development and continued oversight of deferred maintenance list, with annual presentation to the
    President of projects recommended for funding and long-range strategies for addressing deferred capital needs.
  • Prepare all fiscal
    notes/analyses of pending legislation, as requested by the South Carolina Technical College System, South Carolina Commission on Higher
    Education, or Department of Commerce.
  • Review, negotiate, and monitor all leases entered by the college; develop and present
    recommendations for annual renewal of leases.
  • Review, negotiate, and monitor the execution of contracts for services.Work with
    financial advisor and lending counsel on financing (general obligation, bonds, lease purchases, revenue bonds, et al.).
  • Serve as
    liaison with architects, construction manager, contractors, et al. on campus construction projects. Respond to all state funding agency
    queries.
  • Represent the college as an active participant in organizations of chief financial officers.
  • Advise other
    administrators within the college regarding the financial operations of the College.
  • Communicate effectively in a professional,
    tactful, and courteous manner with students, employees, faculty, and the general public.
  • Ensure that all activities are conducted
    within the established guidelines of the Family Educational Rights and Privacy Act (FERPA).
  • Supervises Executive Directors,
    Directors, Comptroller, Administrative Assistant, and Managers.
  • Performs other duties as assigned by the College President.

    long-and-short-term institutional financial planning, budget projections, and bond and tax levy funding.

    practices with the ability to answer work-related questions and interpret and apply these guidelines correctly in various situations.

Minimum and Additional Requirements:

Master’s degree in business,
accounting or related area, plus seven years’ of progressively responsible related work experience. In lieu of the Master’s degree,
certification as a CPA is acceptable. Demonstrated knowledge of and skills in accounting, cash flow management, investment of funds, budget
preparation and management, both long-and-short term institutional financial planning; budget projections, and bond and tax levy funding.
Demonstrated ability to strategically manage resources to achieve institutional priorities. Prefer experience in Government accounting.

Preferred Qualifications:

The minimum as listed plus must have
the ability to handle diverse responsibilities, communicate effectively, demonstrated leadership abilities, established and maintain
effective working relationships with faculty, staff, students, business leaders and the general public. Excellent oral and written
communication skills.
