POSITION: Vice President of Human Resources: Vice President; Human Resources; Haverhill Campus; 37.5 hours/week, Non-Unit Professional Position

SUMMARY: The Vice President of Human Resources serves as a member of the senior leadership team of Northern Essex Community College, reporting to the president. The Vice President provides college-wide strategic leadership and vision for the human resources function of the college to advance the mission, vision and goals of its strategic plan. The Vice President plans, organizes, and directs college-wide Human Resources operations and activities including talent recruitment and hiring, payroll and benefits, employee records, employee engagement, contract negotiations and administration, policy development, and labor relations.

The Vice President is an accomplished human resources executive with a comprehensive background in public sector/higher education human resources with extensive experience in labor relations and change management. This role requires an excellent listener, willingness to work with all union and non-union representation to promote strong working relationships across the college. The Vice President is transparent, diplomatic, an excellent communicator and able to clearly convey and disseminate information college-wide.

RESPONSIBILITIES:

  • Develop a strategic plan for the Human Resources Department in alignment with the goals and priorities of NECC. Work collaboratively with campus stakeholders to align NECC’s strategies and policies with the needs of talent recruitment, hiring, engagement, and retention.
  • Plan, organize, direct, and supervise all Human Resources operations and activities including but not limited to talent recruitment and hiring, payroll and benefits, employee records, employee engagement, contract negotiations and administration, policy development, and labor relations.
  • Establish and maintain timelines and priorities and assure activities comply with established laws, regulations, ordinances, agreements, policies and procedures.
  • Represent the Human Resources Department at Board of Trustees meetings and present verbal and/or written information as necessary.
  • Coordinate and direct personnel, resources and communications in the development of Human Resources programs, initiatives, strategies, goals and to assure timely resolution of related challenges, issues and conflicts.
  • Plan, develop and administer the annual budget for the Human Resources Department.
  • Plan, develop and oversee HR strategy, policies and training. Provide advice and counsel to the president and Cabinet members regarding best practices, training and risk mitigation.
  • Participate in Cabinet meetings and provide information, counsel or recommendations as appropriate.
  • Lead or participate in college and/or statewide committees, initiatives, teams or ad hoc groups and be accountable for timely completion of assignments.
  • Collaborate with executive leadership to define the organization’s long-term mission and goals and identify ways to support the mission through talent management and inclusion strategies.
  • Identify and measure key performance indicators for NECC’s human resources and talent management outcomes.
  • Maintain current knowledge of laws, regulations and best practices in employment law, human resources and talent management.
  • Serve as the college’s point of contact for Union negotiations and contract administration to carry out the direction of the President and Board of Trustees. Responsible for evaluating and discussing negotiation strategies with the president and communicating appropriately with all stakeholders.
  • Manages the college’s disciplinary process, works closely with supervisors to ensure corrective action is applied equally, fairly, and appropriately with due consideration for the dignity of the individual and meets legal standards.
  • Conducts investigations into allegations of employee misconduct, maintains impartiality and assures all relevant facts are recorded and fairly considered and that due process is provided.
  • Direct and oversee payroll functions to ensure all regulatory and operational processes and timelines are met.
  • Research, develop, and implement competitive compensation, benefits, performance appraisals and employee incentive programs.
  • Monitor internal practices, laws and regulations and makes recommendations to mitigate legal risk to NECC.
  • Supervise all members of the Human Resources Department.
  • Other duties as assigned.


Requirements:

MINIMUM QUALIFICATIONS:

  • An advanced degree in human resources, labor relations, management, public administration or organizational behavior or related field from an accredited college or university.
  • At least seven years of progressively responsible leadership experience in human resources and labor relations management in a higher education setting.
  • Demonstrated ability to carry out the full range of professional human resource and labor relations management functions in a public institution of higher education.
  • Demonstrated ability to understand, interpret, apply and advise on complex laws and regulations affecting human resource management, labor relations and related fields such as insurance and workers compensation.
  • Demonstrated ability to conduct strategic management and provide leadership and employment related matters.
  • Demonstrated ability to conduct effective hearings, presentations, and negotiations on sensitive and contested labor relations issues.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal and conflict resolution skills.

PREFERRED QUALIFICATIONS:

  • Experience in a diverse public higher education system that includes collective bargaining agreements for faculty, non-teaching professional and classified personnel.
  • Community College experience.
  • Bilingual (Spanish/English)
  • Experience working with and supporting a culturally diverse population

Additional Information:

SALARY: Anticipated starting salary range is $145,000 – 155,000 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
